A reasonable question but I think you mean to be asking about a Lowest possible number, (not highest). More to the core Olympic dynamic, what brand of sneakers are those that he removed from his feet? Was that to better display or conceal a brand name or do they contain a performance enhancing micro chip?

Bolt cannot move to where he is not, because this is a single instant, and he cannot move to where he is because he is already there. In other words, in any instant of time there is no motion occurring, because an instant is a snapshot. Therefore, if he cannot move in a single instant he cannot move in any instant, making any motion impossible.
