When I read Part 1 of his answer, I thought he meant that all of the New York relief pitchers had given him a blow job. After all, I have heard all my life that "Yankees Suck".
According to Mantle's ex-teamate Jim Bouton in his tome entitled 'Ball Four', The Mick lead the league in several offensive catagories of arrested development. His expeditions to the rooftop of the Shoreham Hotel (in Washington, DC) to spy on other Yankees who had picked up 'Annies' and purposely left the drapes open in thier rooms so the voyeurs on the roof could get in on the action, are legendary. Bouton also noted that Mantle and the others did thier damndest to 'shoot beavers' from the dugout during games. What's not to believe about him writing this response to the inquiry, possibly in an alcoholic haze? That is definitely his autograph at the bottom of that page. The man was as obsessed with sex as he was with booze and home runs, but does that make him a bad guy? He had a legion of women who made his dreams come true. There are several hundred MLB players following in his footsteps today.

According to snopes.com the validity of the application has yet to be determined. http://www.snopes.com/risque/celebrities/mantle.asp
The jury is still out- but my money goes on the fact that it is true.
